Imperial French Style Rotary Dial Telephone

Up for sale is a used vintage rotary telephone, model Imperial. It was made in Korea in 1974.
It was tested and heard a dial tone, made a call but still heard a dial tone during dialing and the call did not go through.  I was told that my local phone company doesn't support rotary telephone and that I would have to purchase a pulse to tone converter.  So please do your research before purchasing.
